Overview

Carré Consultancy was commissioned to carry out a Schedule of Condition at Whitstable Community Museum, a complex site comprising historic museum halls and a Grade II listed house on Oxford Street. The museum incorporates structures dating from 1861 through to 1990, reflecting successive phases of expansion and adaptation.

The survey was undertaken to provide the client with a clear record of the existing building fabric, identify risks, and highlight works required to maintain the estate to a safe and operational standard.

Challenge

The varied age and construction of the buildings presented challenges, with elements ranging from a mid-18th century listed property to late 20th century additions. Issues included:-

  • Localised defects to roof coverings and brickwork, particularly over the infill block (Block B) and west-facing elevations of Block C.
  • Damp ingress and poor construction within the kitchenette/toilet block.
  • Bowing ceilings and loading concerns at first floor level of the Oxford Street property.
  • Need to ventilate the suspended timber floor in Block C to prevent further deterioration.

The task was to catalogue these issues accurately, prioritise works in line with risk and statutory guidance, and support future costed repair programmes.

Solution

Carré undertook a detailed inspection of all blocks, supported by architectural and survey drawings, and assessed building elements against industry-standard grading and priority criteria. This structured approach enabled defects to be categorised as urgent, essential, desirable, or long-term.

Key recommendations included:-

  • Short-term remedial repairs to roof coverings, brickwork, and rainwater goods.
  • Rebuilding consideration for the defective kitchenette/toilet block.
  • External redecoration within five years.
  • Investigation and ventilation works to the suspended timber floor.
  • Ongoing monitoring of dampness and first-floor structural integrity in the listed Oxford Street property.

Outcome

The Schedule of Condition provided the museum trustees with a clear and actionable record of the site’s current condition. By grading each element and prioritising works, the report established a roadmap for maintaining both the heritage significance of the listed property and the operational resilience of the museum halls. This enabled the client to plan funding applications, tender packages, and phased maintenance with confidence. The survey also ensured that urgent health, safety, and compliance risks were highlighted early, supporting the museum in continuing its cultural role within the community with minimal disruption.
