Westmeads Infant School – New Nursery Provision

Overview

Westmeads Infant School, located within the Whitstable Town Conservation Area, identified a pressing need to expand its provision to meet rising demand for early years education. Supported by Kent County Council’s sufficiency planning, the school proposed to lower its intake age from 4–7 years to 2–7 years, establishing a purpose-built nursery.

Carré Consultancy was engaged to prepare the pre-application, design and access statement, and planning submissions for a modular facility designed to deliver high-quality, inclusive early education.

Scope

Installation of modular building to provide on-site nursery for ages 2–4

Challenge

The project needed to balance multiple constraints:-

  • Educational demand: Local sufficiency plans identified a shortage of under-2 and early years places in Whitstable.
  • Sensitive site context: The school lies within a Conservation Area and Flood Zone 3, requiring design and planning solutions that respected heritage character and addressed flood risk.
  • Budget limitations: With only £10,000 in capital funding support available, careful cost planning and value-focused design were essential.
  • Operational continuity: The nursery had to be delivered within the existing playground without disrupting core school activities.

Solution

Carré Consultancy prepared a detailed feasibility study and planning documentation, ensuring alignment with local policy (Canterbury City Council Local Plan policies SP1, HE1, HE6 and EMP9) and national frameworks (NPPF). Key actions included:-

  • Design Development: A modular 66 sqm facility with accessible toilets, kitchenette, and a flexible 48 sqm activity space, linked to external decking for outdoor learning.
  • Sensitive Aesthetics: Use of natural timber cladding, flat roof, and screened glazing to harmonise with the school and conservation context.
  • Inclusive Access: Incorporation of ramped entry and DDA-compliant facilities.
  • Technical Compliance: Early engagement with the Council on flood risk mitigation, ecological enhancements, and biodiversity net-gain obligations.
  • Stakeholder Engagement: Formal consultation with parents, governors, local authority officers, dioceses, MPs, and neighbouring schools ensured broad community support.

Outcome

The proposal received strong backing from consultation, with 10 of 12 responses supportive. Pre-application advice confirmed the scheme as acceptable in principle, subject to final submission of flood risk and materials details.

The nursery will deliver 39 new early years places, helping to close local sufficiency gaps, improve school readiness, and support families through high-quality childcare provision.

By designing a sustainable, accessible, and cost-effective modular facility, the project demonstrates how targeted investment can achieve long-term social and educational value while respecting the character of sensitive heritage settings.
