Carré Consultancy was appointed to conduct a full commercial building survey of the RSPCA’s Whitstable shop. The survey provided a comprehensive assessment of the property’s condition, statutory compliance, and risks associated with future occupation and maintenance.

Situated in a Conservation Area, the property combines historic features with later alterations, requiring careful attention to both technical performance and regulatory obligations.

Challenge

The survey identified several risks that could affect the safety, compliance, and long-term viability of the property. Key issues included:-

  • Evidence of condensation and inadequate roof insulation and ventilation, increasing the risk of damp and timber decay.
  • A non-functioning gas boiler, reliance on extension leads, and lack of emergency lighting or compliant fire alarm system.
  • Potential asbestos-containing materials within finishes and pipework penetrations.
  • Dampness to external walls of the rear extension and deterioration of timber shopfront elements.
  • Statutory constraints, with the property being locally listed, in a Conservation Area, and subject to Article 4 Directions.

The client required clear, prioritised advice on both urgent remedial actions and longer-term improvements.

Solution

Carré’s survey approach combined a detailed visual inspection with targeted recommendations. Immediate safety measures were highlighted, including:-

  • Commissioning NICEIC and Gas Safe-certified inspections of electrical and heating systems.
  • Addressing fire safety non-compliances by installing emergency lighting, signage, extinguishers, and a compliant alarm system.
  • Upgrading the bathroom door to meet accessibility and emergency standards.

Medium to long-term recommendations focused on sustainable improvements:-

  • Upgrading insulation and ensuring adequate roof ventilation to manage condensation.
  • Repairing or replacing deteriorated timber shopfront elements in line with Conservation Area requirements.
  • Commissioning asbestos and drainage surveys to clarify hidden risks.
  • Considering a full review of heating provision to ensure efficient and adequate coverage throughout the premises.

Outcome

The RSPCA received a clear, actionable report enabling them to make informed decisions on occupation and refurbishment. By distinguishing urgent safety upgrades from planned investment works, the survey provided a roadmap for compliance, operational safety, and improved energy performance.

The findings will help the charity prioritise expenditure, reduce future liabilities, and ensure that the shop continues to provide a safe and welcoming retail space, while respecting its heritage and conservation constraints.
