Ramsgate Library – Registrar Service Feasibility Study

Overview

Kent County Council commissioned Carré Consultancy to explore the co-location of the Registrar Service within the Grade II listed Ramsgate Library.

The proposal aimed to adapt the first floor and part of the ground floor to provide modern registrar facilities, including wedding ceremony rooms, offices, and a bridal suite, whilst retaining library operations. External enhancements were also considered, such as a landscaped photo area and fencing to safeguard privacy.

Challenge

The project required balancing sensitive heritage considerations with modern service needs. Key challenges included:-

  • Delivering accessible and high-quality ceremony spaces within a listed, post-fire reconstructed building.
  • Maintaining library services throughout construction.
  • Achieving out-of-hours access without compromising building security.
  • Addressing safeguarding concerns due to proximity to a school.
  • Ensuring M&E systems, including ground source heat pumps and ventilation, could support the revised layout.

Solution

Carré Consultancy undertook a comprehensive feasibility study, reviewing site conditions, statutory requirements, and technical constraints. Two options were appraised, with a revised scheme recommended:-

  • Design Adaptation: Dedicated first-floor registrar facilities including two ceremony rooms, a redecorated bridal suite/WC, reception, and offices. Ground floor space retained for births and deaths registration.
  • Access & Security: Staff-managed access control to enable weekend and evening ceremonies.
  • Heritage Sensitivity: Proposals developed to protect the library’s historic façade, foyer, and railings, with conservation-led consultation recommended.
  • External Works: A timber pergola, fencing, and planting to create a secure, dedicated photo area.
  • M&E Validation: Budget provision for system testing and potential remedial works, with supplementary cooling proposed for the principal ceremony room.
  • Construction Planning: Library to remain operational during works, with phased delivery and protective hoardings to maintain public access and safety.

Outcome

The feasibility confirmed the project as viable, with statutory approvals achievable in principle. The recommended option provides high-quality registrar facilities integrated within a civic building of local heritage significance. The study established:-

  • A realistic programme of 18–24 months from approvals to handover.
  • A clear budget framework of £789,500 plus provisional allowances for M&E and optional heritage repairs.
  • Defined risks and mitigation strategies, particularly around heritage approvals, fire safety, and building services adequacy.

KCC now holds a robust basis for decision-making, ensuring the scheme can progress with confidence towards technical design and delivery while preserving Ramsgate Library’s role as a vital community and heritage asset.
