Overview

Carré Consultancy was commissioned to undertake a detailed condition survey of Kings Hall, a prominent civic and cultural building in Herne Bay.

The hall is of significant heritage and community value, having served as a venue for public gatherings, performances and events for many decades.

The survey was designed to provide a comprehensive understanding of the building’s current condition, identify risks to safety and fabric, and support forward planning for remedial and improvement works.

Challenge

While Kings Hall remains operational, its age and historic construction have resulted in progressive deterioration. Structural movement, cracking to retaining walls and concrete elements, and evidence of water ingress were observed, alongside tired internal finishes and outdated fire protection. The building also faces the challenge of balancing heritage conservation with modern safety and compliance requirements.

Externally, failing roof coverings, defective render and masonry, and corroding decorative ironwork were found to be allowing water penetration and accelerating fabric decay. Internally, issues with worn fire doors, dated sanitary provision, and end-of-life floor finishes were noted. Without timely intervention, the risks of structural deterioration and further water damage would increase, impacting the safety, usability and long-term viability of this important community venue.

 

Solution

Carré undertook a comprehensive visual condition survey of the building, systematically assessing each element of the structure, fabric and services. Defects were recorded, categorised by condition, and assigned priority ratings to support a structured and proactive maintenance strategy. Budget costs were modelled across urgent (year 1), essential (years 1–2), and desirable (years 3–5) works, with a total projected investment of approximately £610k including VAT.

Key recommendations included targeted short-term repairs to address water ingress, including roof covering defects, rainwater goods, and external fabric deterioration. Repairs and overhauls to windows, doors and fire safety elements were also prioritised to maintain safe operation of the building.

Medium-term works focus on more extensive renewal of roof coverings, repairs to masonry and render, treatment of corroding metalwork, and internal refurbishment to address wear and tear. In parallel, specialist structural input was advised to monitor and assess cracking and movement, ensuring that any underlying issues are appropriately managed.

Outcome

The condition survey has provided the client with a clear, costed and prioritised roadmap for the preservation and renewal of Kings Hall. By highlighting both urgent safety concerns and longer-term investment needs, Carré has enabled informed decision-making on funding strategies, procurement planning and stakeholder engagement.

Beyond the technical outcomes, the survey reinforces Kings Hall’s value as a landmark community space. With targeted investment, the hall can continue to serve the people of Herne Bay, balancing heritage conservation with modern standards to ensure its role as a safe, vibrant venue for generations to come.
