Overview

The original 1938 Grade II listed school building, designed by W. H. Robinson, is characterised by its modernist reinforced concrete frame and continuous steel-framed fenestration. Many of the original Crittal windows remain, though some areas have been subject to secondary glazing or modern replacements.

Challenge

The existing single-glazed units now present multiple issues:-

  • Poor thermal performance and energy inefficiency
  • Ongoing maintenance challenges
  • Limited comfort for teaching and learning environments.
  • The project seeks to replace the outdated fenestration with new, high-performance double-glazed systems while respecting the building’s listed status and heritage value.

 

Objectives

  • Improve energy efficiency, durability, and ease of maintenance.
  • Enhance thermal comfort for pupils and staff.
  • Ensure compliance with planning/listed building requirements.
  • Provide a consistent and coherent external appearance that remains true to the original design.

 

Role & Responsibilities

Carré Consultancy have been appointed under the TKAT Framework (Lot 1 – Property Consultants) to:-

  • Act as Principal Designer.
  • Provide architectural, structural and engineering consultancy services.
  • Prepare the design specification, tender documentation, and manage procurement.
  • Lead on planning applications and listed building consents, including liaison with Bromley Council and Historic England.
  • Manage project delivery through tender assessment, contract administration, site inspections, and final handover.

Planning & Heritage Strategy

At pre-application stage, two replacement options were presented to the Local Planning Authority:-

  • Option 1Full Aluminium Replacement (Preferred): Replicating the appearance and proportions of the Crittal frames with modern aluminium systems.
  • Option 2Mixed Approach: Steel reinstated on principal street-facing elevations and the main hall, aluminium elsewhere.

The Trust’s preference is Option 1, which balances sustainability, performance, long-term management, and visual consistency. Early feedback from Conservation and Planning Officers is being sought to establish whether aluminium will be supported, or whether a hybrid solution will be required.

 


 

Key Issues & Risk Management

  • Heritage and Planning Risk: Careful consultation with Conservation Officers, Historic England and stakeholders to ensure acceptability of aluminium solution.
  • Asbestos: Potential asbestos-containing materials in window surrounds and classrooms require specialist surveys and management.
  • Live School Site: Works planned during term time, requiring detailed phasing, safeguarding measures (DBS checks, secure work areas), and noise/dust control.
  • Interfaces: Coordination with fire alarm, intruder alarm and access control systems linked to windows and doors.

  • Significantly improved thermal comfort and reduced energy costs.
  • Long-term reduction in maintenance demands.
  • Enhanced learning environment with minimal visual change to the building’s character.
  • Planning-led solution ensuring heritage is respected while future-proofing the building.

  • Option Development: Presenting alternative solutions at pre-app stage helps de-risk planning outcomes.

  • Live Environment Delivery: Experience from previous projects (e.g., Godinton RAAC and TKAT Food Tech) is being applied to safeguard teaching continuity during works.
