Overview

Carré Consultancy was appointed by Havercroft Construction Ltd to provide independent quality control (QC) inspections during roofing and cladding refurbishment works at Units B3 & B4, Elgar Retail Park in Worcester. The project involved overcladding the existing retail roof with a new plastisol-coated steel system and installing a new PVC membrane-lined gutter system. Carré’s role was to provide objective inspection, verification, and reporting on workmanship, compliance, and system integrity to support Havercroft’s quality assurance obligations.

Challenge

The initial inspection identified significant issues affecting the long-term durability and performance of the newly installed gutter system. These included trapped water beneath new linings, makeshift detailing using non-approved materials (Flashband and Acrypol), missing eaves flashings, and potential weaknesses in vapour control and sealing integrity. There were also concerns about residual fragile rooflights, inconsistent washer compression, and non-standard detailing at critical junctions—all posing risks to weathertightness and compliance with manufacturer requirements. Ensuring corrective action while maintaining programme continuity and site safety during active retail operations was a key challenge.

Solution

Carré delivered a detailed, evidence-based inspection process across two site visits. The first inspection report provided a full photographic schedule and technical recommendations, including stripping and reinstating defective gutters, repositioning profiled fillers, introducing recovery boards, and installing proper eaves flashings. The second inspection reviewed remedial works, verifying that major defects—particularly trapped water, membrane terminations, and open joints—had been addressed. Where full reinstatement had not occurred, Carré provided additional technical advice to achieve functional compliance through improved detailing and supplementary patching, while recording residual risks for client oversight.

Outcome

Carré’s involvement ensured that key defects were identified, tracked, and rectified before project handover, achieving a functionally weathertight system and improved workmanship standards. Although some non-standard detailing remained, the client received a comprehensive record of residual risks and maintenance considerations. The reports provided Havercroft Construction with clear technical evidence to manage subcontractor accountability and reinforce quality management across their wider retail portfolio.
