Overview

Carré Consultancy was instructed to undertake a comprehensive pre-acquisition building survey of a mixed-use property comprising a ground floor commercial unit (café, retail, and kitchen areas) with a self-contained residential flat above. The commission required a detailed assessment of the building fabric, services, statutory compliance, and associated risks to inform the client’s purchasing decision and future investment strategy.

Our role included identifying defects, assessing building services installations, highlighting health and safety risks, and advising on necessary further investigations and legal considerations.

Challenge

The property presented complexities typical of older, heavily adapted buildings, including a combination of commercial and residential uses with shared and unclear service arrangements. Building services—particularly electrical, gas, and plumbing installations—showed evidence of piecemeal alterations over time, with limited certification and unclear compliance with current regulations.

Fire safety was a key concern, with inadequate detection systems, potential compartmentation issues, and non-compliant internal elements such as doors and glazing. Additionally, risks associated with asbestos-containing materials, drainage defects (including potential shared systems and backflow), and ageing plant (including a boiler nearing end-of-life) required careful evaluation.

A further challenge was the need to provide clear, actionable advice without invasive investigations, relying solely on visual inspection while identifying where specialist input was critical.

Solution

Carré Consultancy delivered a structured and detailed report covering all key elements of the property, including internal fabric, building services, drainage, and compliance matters.

We identified priority risks and provided clear recommendations for further specialist investigations, including electrical testing (NICEIC), gas safety inspections, CCTV drainage surveys, asbestos refurbishment surveys, and fire risk assessments.

Practical guidance was also given on upgrading fire safety measures, improving accessibility in line with the Equality Act 2010, and addressing service inefficiencies. Legal considerations were clearly highlighted to ensure the client’s solicitor could undertake targeted enquiries regarding certifications, warranties, and statutory approvals.

Outcome

The client was provided with a comprehensive understanding of the property’s condition, associated risks, and likely future liabilities. This enabled informed negotiations and effective financial planning for remedial works and upgrades.
